Request for Expression of Interest – Framework for the Establishment and Implementation of the Regime for Free Circulation of Goods within the OECS
The Compete Caribbean Program is a private sector development program jointly funded by the Inter-American Development Bank (IDB), the United Kingdom Department of International Development (DFID) and the Government of Canada in partnership with the Caribbean Development Bank (CDB) to provide technical assistance grants and investment funding to support productive development policies, business climate reforms, clustering initiatives and Small and Medium Size Enterprise (SME) development activities in the Caribbean region.
The consulting services being requested (“the Services”) will seek to enhance stakeholder awareness and understanding of the OECS regional integration process, in particular, of the operationalization of an OECS Customs Union to facilitate the free circulation of goods in the Economic Union Area. As such, the specific objective of this consultancy is to design and produce relatable, informative, accurate and targeted communication products on free circulation of goods within the context of OECS regional integration.
Qualifications and Experience:-
- Established firm in operation for at least 3 years
- At least three (3) years’ experience in developing multi-media communication, including animations
- Qualifications in Communications, Multi-media or an associated discipline
- Experience in developing communication products of a similar nature to those to be delivered under this assignment
- Demonstrated knowledge of OECS regional integration process
- Professional experience in the OECS region. Experience in multiple OECS countries is desirable.
Language: Fluency in written and spoken English is required; working knowledge of Spanish would be an asset.
The Compete Caribbean Program now invites eligible FIRMS to indicate their interest in providing the Services outlined above by forwarding an Expression of Interest demonstrating that they have the required qualifications and relevant experience to perform the Services.

The following should be included in the EOI: – The relevant firm details inclusive of experience, references, CV’s, as well as links to relevant samples of work. In addition, interested bidders should also submit a description of their Proposed Approach to the consultancy. The description should be a maximum of 4 pages long and should include:
- An understanding of the consulting assignment
- A proposed approach/methodology
- A proposed timeline for completion of the deliverables specified in the Terms of Reference
Please note that EOIs with a Proposed Approach exceeding 4 pages will not be considered.
Consulting firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
